The Minnesota Department of Health (MDH) is seeking an experienced Environmental Consultant to serve as a Training Consultant within the Food, Pools, and Lodging Services (FPLS) Section of the Environmental Health Division. This position plays a key role in developing, implementing, and maintaining statewide workforce training and standardization policies to ensure a consistent, knowledgeable, and qualified FPLS workforce across Minnesota.

In this role, you will lead the design and delivery of advanced training and evaluation programs for both MDH staff and locally delegated agencies. You will provide expert technical consultation, oversee statewide standardization activities to ensure compliance with federal and state public health standards, and serve as a statewide subject matter expert in the regulation of food, beverage, lodging, swimming pools, manufactured home parks/recreational camping areas, and youth camps.

This is a hybrid telework position that require in person meetings with external shareholders as well as in-office work. Position locations will be determined by the top candidate and will be based out one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, Fergus Falls. Telework will be up to 50% of the time and be based on the business needs of the unit and is at supervisory discretion.

Primary Responsibilities:
  • Lead the development and administration of statewide training and education programs for Food, Pools, and Lodging Services (FPLS) regulatory staff.
  • Design and oversee statewide program evaluation tools, performance metrics, and reporting systems to measure effectiveness and ensure consistency.
  • Implement and maintain the statewide food safety inspection standardization program in alignment with FDA requirements.
  • Provide consultation and technical expertise to state and local program staff on food, pool, and lodging-related environmental health regulations.
  • Coordinate and represent FPLS in statewide policy and partnership initiatives, collaborating with other state and federal agencies.
  • Maintain professional certifications and participate in ongoing training and workforce development initiatives.

Qualifications

Minimum Qualifications

(3) years of experience in environmental health, public health, regulatory compliance, or a closely related field, this experience must include developing, implementing, or evaluating programs or training.

Bachelor's degree in Environmental Health, Public Health, or a closely related field counts as 1 year of experience

Master's degree in Environmental Health, Public Health, or a closely related field counts as 18 months of experience.

Doctoral (PhD) degree in Environmental Health, Public Health, or a closely related field counts as 2 years of experience.

Additional minimum qualifications to be assessed during the interview:
  • Demonstrated experience in environmental health program administration, training development, or regulatory compliance.
  • Knowledge of state and federal laws and rules related to food, beverage, lodging, swimming pools, manufactured home parks, recreational camping areas, and youth camps or closely related.
  • Strong communication and facilitation skills, with the ability to train and consult with diverse audiences.
Preferred Qualifications
  • Bachelor's degree or higher in Environmental Health, Public Health, or related discipline.
  • Possession of a registration as an Environmental Health Specialist / Registered Sanitarian (REHS/RS Certification).
  • Experience with the FDA Voluntary National Retail Food Regulatory Program Standards.
  • Experience in curriculum development or adult learning program design.
  • Prior standardization officer certification or experience with food safety inspection standardization.
  • Experience working with delegated local agencies or other governmental public health entities.
Physical Requirements

This position primarily involves office work, with occasional travel to field sites and local agencies. Must be able to conduct site visits that include walking and standing as needed.

This position requires the successful completion of a background check.

This position does not require a valid driver's license, but it demands travel, which the candidate will be responsible for meeting.
