The Bureau of Fiscal Management (BFM) oversees a broad scope of responsibilities including budget analysis, contract management, procurement, accounts payable, ethics reporting, travel administration, and payroll support functions. Duties of this position may include, but are not limited to, the following: contract and procurement development, reporting, and monitoring; maintaining accurate purchase records, and ensuring compliance with State procurement policies and finance law; assisting in the development of the agency’s annual budget request; monitoring payroll and non-payroll spending; reviewing and approving agency-wide travel requests and expenses; processing various transactions within the Statewide Financial System (SFS); SFS security administration; and, creating fiscal projections and reports in Excel using data from SFS, PayServ and other sources.
Qualifications Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)** To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position:Current New York State Employee with one year or more of permanent or contingent-permanent competitive service, or 55 b/c service as a Senior Budgeting Analyst; OR current New York State employee with one year or more of permanent or contingent-permanent service or 55 b/c service in a qualifying title and eligible for transfer under section 70.1, 70.4 or 52.6 of the Civil Service Law.
