Director of Construction Operations – Municipal Water Treatment

About the Role
We are seeking an experienced Director of Construction Operations to lead municipal water and wastewater treatment projects. This senior leadership role will oversee planning, execution, safety, compliance, and team development for large-scale public infrastructure. The ideal candidate brings proven leadership in heavy civil construction, deep knowledge of regulatory requirements, and the ability to deliver complex projects on time and within budget.
Key Responsibilities
Operational Oversight
· Lead project teams through all stages of water/wastewater construction.
· Manage safety, schedules, budgets, quality, and client satisfaction.
· Participate in project selection and risk assessment.
· Project Execution & Financials
· Oversee estimating, budgeting, and profitability strategies for public-sector projects.
· Review master and short-term schedules to ensure milestone completion.
· Conduct monthly financial reviews and guide corrective actions.
· Contract & Compliance Management
· Lead contract negotiations with owners and subcontractors.
· Ensure compliance with EPA, DEQ, DNR, and other regulations.
Team Leadership
· Mentor project managers, engineers, and field staff.
· Ensure proper staffing for specialized water treatment work.
· Safety & Quality
· Enforce OSHA and company safety policies.
· Oversee quality control, inspections, and commissioning.
· Standardization & Optimization
· Implement standardized processes and project management tools.
· Ensure consistent use of reporting systems across teams.
Stakeholder Engagement
· Act as liaison with clients, agencies, and community representatives.
· Represent the company in public meetings as needed.
Required Qualifications
· 10+ years in heavy civil or municipal infrastructure construction; 5+ years in senior operations leadership.
· Proven success delivering water/wastewater treatment plants, pump stations, or similar infrastructure.
· Knowledge of public procurement, contract management, and compliance.
· Strong leadership, communication, and problem-solving skills.
· Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred.
